Community based Re-Habilitation Project

  Community based Re-Habilitation Project or CBR in short, was implemented sincerely for persons with disability (PWD). It was also a community based programme. The idea behind this programme was our relation with CBR Forum, Banglore, through our NGO friend, Mrs. Sunity Sangkakaty. When we heard about CBR Forum, Banglore who, with the help of local partners, work for community based rehabilitation of PWD. We made preliminary survey in few GPs under Sakomatha Development Block and to our surprise we detected a good number of PWDs with one or multiple disability and living as a burden to the families that are languishing under social and even parental negligence. GRAMIN stands for these people and, therefore, we offered our willingness to with CBR Forum and submitted a project for working for the PWDs in 35 villages under 6 GPs of Sakomatha Development Block.


  We are glad that after proper scrutiny of our project, our papers and our works in the last 12 years and after a field level appraisal of the data submitted by us CBR Forum approved our POA to Caritus India for financial help. Caritus India accordingly sanctioned a sum of    463,650.00 for the programme.

We made the following interventions during this period in five broad aspect of rehabilitation namely

  1. Need assessment
  2. Health
  3. Education
  4. Advocacy, Empowerment and self governance


Interventions in need assessment

  1. Base line data collection through household survey.
  2. Village-wise resource mapping for natural resource, schools, hospital, drinking water, post office and other govt. offices, market, religious and cultural public places, road communication, rural income generating training center etc were prepared.
  3. Awareness campaigns for socially motivated village people were organized. Target persons were village head, school teacher, community leaders, youth and women organizations, PRI representatives.
  4. Need assessment of each PWD for IRP were conducted with the help of PWDs, their parents, guardians, community leaders and identified socially motivated persons of the village were conducted

Interventions in health assessment

  1. Assessment Camps for identification of the complicated PWDs were arranged in selected GPs.
  2. Eighteen Health Awareness camps in the 6 GPs (3 per GP) were conducted. These meetings are organized on every first Wednesday of the month. Meetings are arranged for the women in general and pregnant women in particular. Topics like reproduction and child health, nutrition and how to arrange locally available nutrias foods, immunization, health and hygiene, causes of disability in child, role of expectant mother in prevention of disability, need of institutional delivery, govt. aid for safe delivery etc are discussed. The director, the coordinator, the CBR workers, ASHA worker, ANM, Anganawadi Workers and the doctor of the Health Sub-center, if available, take part in these meetings.
  3. Based on the need assessment meeting the doctors of the Health Sub-centers were informed about the regular supply of medicines for the epilepsy patients. The doctors informed that the demand for such medicines were stopped based on report from the GP- level PRIs
  4. Correspondence with Tezpur Mental Hospital for the MI patients is being made
  5. A block level meeting was organized on 23th July to discuss the issue of certificate to the PWDs as the Certification Camp could not be organized in the field due to inability of the DDRC, Tezpur to organize such camps in the field level. The Director, the coordinator, CBR Workers, ICDS officer, the BDO, the AP President and community leaders attended the meeting. It was decided to escort the PWDs in batches to Tezpur for medical check-up and issue certificate

Interventions in Education assessment

  1. Motivated the PWDs and/or their parents/guardians to enroll in formal educational institutions or arrange for basic education to the PWD at home if going to school is not possible. Public meeting was organized in the block level and house-to-house campaign to the selected PWDs was carried out
  2. The coordinator with respective CBR Worker visited the nearby schools and discussed the matter with the HM and Anganwadi Centers. The facilities under SSA for the PWDs were discussed and request was made for arrangement of appropriate facilities for the PWDs
  3. Arrangement for home-based education for the school drop-out PWDs and those who can’t enroll for one or the other reasons
  4. The parents/guardians or the family members and community leaders were requested and trained-up provide basic education to the PWDs as per CBR Workers
  5. The scholarship provision and other facility for the PWDs was discussed with the school/education authority
  6. Expertise in ADL has been provided to the needy PWDs and their parents/guardians

Interventions in Advocacy, Empowerment and self governance

  1. The PWDs and the community have been awared of their role in the society, rights and privileges enjoyed by the PWDs, PWD acts, equal rights of the PWDs in the process of development, the need of organization among the PWDs to lobby for their rights and other reform agenda etc.
  2. Block level advocacy meeting for the PWDs have been arranged. The BDO, the AP President, the GP Presidents, Eos, BEEO, ICDS Project Officer, BRC of SSA, community leaders and DPO functionaries had participated in this meeting.
  3. Imbibed the concept of taking part in local self govt. like Gram Sabha, PRI etc
  4. Linked the PWDs with appropriate authority for availing different beneficial schemes meant for the PWDs.


In the year 2014-15 we concentrated our effort towards enabling the PWDs in the age group 15-55 that can engage them for earning their bread by imbibing the concept of self-employment. For this purpose we included those PWD (mainly OH type) who can participate in such activities. We had submitted a PoA under DDRS to Ministry of Social Justice and Empowerment, GoI for the year 2014-15 and we are hopeful of our project being sanctioned.
